The consultant will work in close collaboration with the Ministries of Education...

Specific Tasks

  • Conduct a rapid needs assessment on the current state of all data interventions.
  • Work closely with UNICEF and Ministries of Education to continue the rollout of EMIS.
  • Provide technical assistance in developing an integrated EMIS system.
  • Review student attendance monitoring systems and provide recommendations.
  • Prepare an EMIS report including case studies and recommendations.

Work Assignment Overview

Tasks/Milestone Deliverables/Outputs
Conduct a rapid needs assessment. Rapid needs assessment report.
Roll out EMIS across selected states. Detailed backward plan developed.
Develop an integrated EMIS system in Jigawa. Backward plan developed with Jigawa state.
Review TMIS system and provide recommendations. Summary report with recommendations.
Monitor student attendance data collection. Summary report on student data collection.
Coordinate and collaborate with key stakeholders. Quarterly progress reports with mission reports.

Qualifications

  • Advanced university degree in Education, Social Science, Public Policy, or Business Administration.
  • Minimum of 8 years of experience in government education systems and EMIS.
  • Field experience in coaching education officers on data systems.
  • Experience in EMIS implementation in at least two countries.
  • Fluency in English (knowledge of another UN language is an asset).
