Introduction

This position supports the Rural Access and Agriculture Marketing Project (RAAMP) in Nigeria, led by the Federal Ministry of Agriculture and Rural Development with 5 State Project Implementation Units (SPIUs). The National Road Maintenance Expert will oversee maintenance activities, infrastructure improvements, and decent work policies.

Reporting Line

The National Road Maintenance Expert reports to the Chief Technical Advisor and collaborates with specialists in the ILO regional office for Africa in Dakar.

Key Responsibilities

  • Ensure timely provision of personnel, consultants, contracts, and resources.
  • Support financial management and maintain project records.
  • Assist government agencies in local ownership of improved practices.
  • Plan and execute technical training for staff and contractors.
  • Monitor quality assurance measures and compliance with design specifications.
  • Prepare and review technical documents, contracts, and procurement schedules.
  • Ensure employment conditions align with the ILO's Decent Work Agenda.

Qualifications

Education: First-level university degree in Civil/Highway Engineering.

Experience: At least three years in rural transport infrastructure management, with one year in employment-intensive rural road rehabilitation and maintenance.

Technical Requirements

  • Expertise in planning and implementing rural transport infrastructure projects.
  • Knowledge of employment-intensive public works and the ILO Decent Work Agenda.
  • Experience in community consultation and stakeholder engagement.

Languages

Excellent command of English and knowledge of Nigerian local languages.

Competencies

  • Ability to work independently and meet deadlines.
  • Strong organizational and interpersonal skills.
  • Proficiency in Microsoft Word, PowerPoint, Excel, and Adobe Reader.
