Project Controls Lead (PCL)
The Project Controls Lead (PCL) implements overall project controls direction through application of systems and methods for estimate development, cost control, progress measurement, schedule development/control, and management of change.
Responsibilities
Provide timely and accurate data and deliverables in support of benchmarking and tool building.
Provide overall project cost, schedule, progress measurement, and change management leadership and expertise.
Support Project Team and Stewards with cost and schedule analysis, reporting, forecasting, and budgeting.
Develop Project Controls Plan and Management of Change (MOC) Plan.
Ensure that the Stewardship process is established and implemented, leading to monthly cost and schedule stewardship reviews.
Coordinate and communicate priorities for new and ongoing estimating, planning, and cost control activities.
Lead preparation and maintenance of the Cost Breakdown Structure (CBS), Original Control Budget (OCB), Current Control Budget (CCB), Project Master Schedule, and Budget.
Coordinate collecting, analyzing, and reporting of project cost and schedule control information.
Administer and facilitate the Management of Change process.
Facilitate Capital Efficiency / Opportunities and Vulnerabilities process.
Interface with Controllers regarding AFEs/budgets and invoices.
Participate in bid evaluation process and contract budget control.
Ensure familiarity of Project Controls team with Contractor payment terms.
Lead preparation for Gates Reviews, Advance Commitment, Full Funding, or Supplement activities.
Respond to ad hoc requests from Project Management Team (PMT) related to Controls/Reporting.
Support preparation of Close-out Reporting.
Perform quality assurance at the project level.
Ensure effective project control measures by the Contractor.
Review and endorse schedule, progress, and cost baselines.
Assist site management in corrective actions and recovery plans.
Manage the Cost and Schedule organization.
Provide mentorship to project controls engineers and planners.
Drive and promote capital efficiency on projects.
Job Requirements
Bachelor's or Master's Degree in Engineering, Engineering Technology, or Construction Management.
Experience in project controls focused on cost and schedule control achievements.
Supervisory experience required.
Certification(s) in project management (Primavera, PMI, AACE, etc.).
Willing to work overseas in a team environment.
Willing to relocate to required project site.
Knowledgeable in company project management best practices.
Demonstrated ability to drive creativity, innovation, and continuous improvement.
Strong influencing, consulting, mentoring, analytical, and computing skills.
Proficiency in Excel and PowerPoint.
Adaptability to changing priorities.
Strong interpersonal and communication skills.
Ability to multitask and respond quickly to urgent analysis requests.
B.Sc. or HND in Engineering (additional qualifications are an advantage).
Knowledge of SAP, planning/scheduling, and contracting.
More than 15 years of experience in the oil and gas industry.
Previous work experience with Exxon or Seplat is an advantage.
