Introduction
This position is part of the Rural Access and Agriculture Marketing Project (RAAMP), Nigeria, delivered by the Federal Ministry of Agriculture and Rural Development with five State Project Implementation Units (SPIUs). The Project Support Assistant will support the project and perform activities related to Routine Maintenance and Spot Improvements in the states.
This position is for 18 months, initially offered as a one-year contract, with renewal subject to performance.
Reporting Lines
Under the supervision of the Chief Technical Advisor (CTA) in Abuja and in collaboration with the Training Roads Maintenance Technical Officer and Senior Roads Maintenance Engineer, the incumbent will report to the Road Maintenance Engineer in their respective state.
Description of Duties
- Assist SPIUs in data collection, road condition surveys, and updating of rural roads inventory.
- Support SPIUs in formulating annual and multiyear road maintenance plans, including data collection, documentation, and monitoring.
- Assist in training and development of Road Maintenance Groups and local contractors.
- Apply technical standards for road maintenance planning and design, prepare bidding documents, and review tenders.
- Work with local communities and counterpart agencies to secure adequate involvement in project implementation.
- Review contractors’ work programs, material testing results, and provide technical recommendations.
- Inspect construction sites to ensure compliance with safety regulations and quality standards.
- Provide technical support and administrative assistance for project meetings, documentation, and logistics.
Education & Experience
- Education: Completion of secondary education with formal training in a related field.
- Experience: At least 3 years in project management, clerical support, or rural road maintenance.
- Experience in employment-intensive public works and ILO's decent work agenda is an asset.
- Experience in rural roads maintenance and training of contractors is an advantage.
Languages
Excellent command of English and good knowledge of an official national language of the duty station.
Competencies
- Ability to organize work efficiently and meet deadlines.
- Proficiency in Microsoft Office (Word, Excel, PowerPoint) and other necessary software.
- Strong communication and customer service skills.
- Ability to draft correspondence and maintain filing systems.
- Knowledge of safety standards and technical reporting.
