Senior Technical Advisor - TQLA

Basic Function:

Under the direct supervision of the Technical Director, the Senior Technical Advisor-TQLA will provide technical assistance in the design and execution of sound technical strategies and best-fit practices in this project. This includes strengthening the capacity of Government of Nigeria partners, healthcare workers and other key stakeholders to apply Total Quality Leadership and Accountability (TQLA) approach as a tool for improving fidelity of project implementation. These include ensuring accelerated HIV and TB case identification, PMTCT services, strong linkages to care and treatment, and quality clinical management of HIV/AIDS to achieve the UNAIDS 95-95-95 goals.

The advisor will coordinate targeted technical assistance to government partners and provide ongoing mentorship of multi-level managers in the assigned LGA. S/he will also facilitate adaptive management and data utilization for continuous improvement. Client-centric service quality and accountability are key focus areas.

Duties and Responsibilities:

  • Use participatory approaches to review data and identify priority sites for technical support.
  • Develop capacity optimization plans focused on technical performance, client experience, and internal processes.
  • Provide leadership and support to project site management.
  • Co-facilitate workshops and trainings to integrate TQLA principles.
  • Design and operationalize TQLA tools like burndown charts, dashboards, and data visualizations.
  • Support the integration of TQLA into management practices with a focus on granular data use.
  • Facilitate SRMs, feedback sessions, and provide data-driven technical support.
  • Support the implementation of quality improvement charters and collaborative learning sessions.
  • Track effectiveness of TQLA interventions through internal measurement systems.
  • Stay current on global HIV care and US Government strategies and ensure local adaptation.
  • Lead a team of technical experts in delivering high-impact HIV program support.
  • Contribute to data analysis, reporting, and external stakeholder presentations.
  • Support all TQLA components and provide surge technical support as needed.
  • Perform other assigned duties.

Knowledge, Skills & Attributes:

  • Knowledge of health and development programs in Nigeria and similar contexts.
  • Familiarity with clinical settings in both government and non-government sectors.
  • Advanced HIV clinical care training (ART/AP3/PMTCT).
  • Experience using TQLA or similar adaptive data-use models.
  • Strong interpersonal and team collaboration skills.
  • Ability to supervise, mentor, and build capacity of technical teams.
  • Cultural sensitivity and ethical understanding of HIV-related issues.
  • Proficient in written and spoken English; strong presentation and training skills.
  • Excellent computer and reporting skills.
  • Willingness to travel within Nigeria up to 25%.

Qualifications and Requirements:

  • MB.BS/MD or similar degree with 8–10 years of relevant experience in health or development field.
  • Minimum of 7 years’ experience in HIV/AIDS care and ARV programming.
  • MPH or a relevant postgraduate degree is required.
  • Proven experience in project planning and technical training.
  • Strong familiarity with Nigerian public health systems, NGOs, and CBOs.
