Role Overview
Under the direct supervision of the Principal Officer, Systems Acquisition & Implementation, the incumbent is responsible for sourcing, design, and technical requirements of new or upgraded systems, software, and hardware. He/She provides technical advisement to deliver efficient and effective solutions.
Role and Responsibilities
- Apply understanding of databases, programming languages, and architectures to procurement advisory needs.
- Appraise and improve sourcing activities.
- Manage supply portfolio ensuring transparency and seamless supplier onboarding.
- Conduct technical assessments and provide recommendations.
- Develop technical standards and implement solutions.
- Analyze and optimize sourcing procedures.
- Negotiate supplier terms and manage procurement budgets.
- Provide technical oversight and implementation support.
- Maintain compliance with contractual obligations and regulations.
- Monitor procurement and IT implementation progress.
Academic Qualifications and Experience
- Bachelor’s degree in Computer Science, Information Systems, or related field.
- Minimum of five (5) years of experience in ICT planning, web design, and maintenance.
- Knowledge of ECOWAS ICT infrastructure.
- Proficiency in programming languages (PHP, ASP.NET, HTML, CSS, JavaScript, MySQL, Linux, etc.).
Age Limit
Must be below 50 years old (internal candidates exempted).
