Services Description

Services to be performed by the CONTRACTOR shall include the following, but without limitation:

  • Ensure compliance of the purchasing process with all internal Company rules (including TGP guide to conduct) and all applicable laws and regulations (JOA rules, PSC / PSA rules, Country laws).
  • Ensure the application of Company and/or affiliate General Terms and Conditions for purchase of equipment.
  • Ensure proper administration and filing of all purchasing documents and that all approvals, justifications, and circulation forms are filed according to applicable procedures.
  • Ensure that all purchasing activities meet audit requirements to minimize potential partner/audit claims or court actions.
  • Implement Company Global Procurement (TGP) directives within the team and technical duties.
  • Coordinate a team of buyers under the contractor's responsibility.
  • Handle purchases in the Lab Office through Purchase Requisition (PR) assignment.
  • Maintain adequate follow-up with Duets in the User Departments.
  • Participate in complex and difficult negotiations associated with award, performance, and amendment of POs for the team.
  • Ensure all contractual documents and formal letters issued by the team are validated at the appropriate level.
  • Ensure reception, management, and follow-up of purchase orders (POs) until payment and reception by the team.
  • Ensure global reporting of the team’s activities to immediate C&P management.
  • Ensure the input of all purchase data in SAP for the team.
  • Collaborate with P2P to resolve vendor payment issues.
  • Optimize purchases by leveraging professional experience, emphasizing cost savings for the Company.
  • Analyze all PRs for material specifications, budget authorizations, and cost centers.
  • Review PRs, select vendors for Call for Tender or e-RFQ/RFQ, receive and analyze quotes, recommend vendors, create POs, and ensure follow-up until delivery, complying with Company rules.
  • Ensure attention to COMPANY General Conditions and purchase terms to avoid legal liabilities.
  • Cross-check all POs created by the team and certify them before submission to the Contracts & Procurement Manager.
  • Follow up on PR and PO performance, including expediting delivery and supplier invoice payment; report exceptions to user Duets.
  • Clearly state QA/QC requirements in POs (e.g., Mill/Test Certificates, MSDS) and verify compliance through documentation.
  • Enforce the use of e-sourcing tools by all team members.
  • Propose, develop, deploy, monitor, and renew Frame or Outline Agreements within the team.
  • Lead vendor performance evaluation for the section.
  • Prepare, negotiate, and administer complex, technical, and high-value/risk purchases, applying knowledge of commercial, insurance, and legal issues using COMPANY Terms and Conditions.
  • Follow up to ensure timely resolution of supplier payment anomalies.
  • Render weekly reports of activities in the Lab Office to the Contracts & Procurement Manager.
  • Identify opportunities for improvement, develop new initiatives, and enhance overall procurement efficiency.
  • Ensure synergy with the Domain Head of Contracts.
  • Perform any other tasks assigned by hierarchy.
  • Focus on deriving savings from various purchases within the team.

The Job Requirements

Required Qualifications & Experience

  • A degree in Engineering, Management, or Social Sciences (preferably Purchasing & Supply).
  • Membership of relevant professional bodies in the Supply Chain and Operational functions is an added advantage.
  • Proficiency in MS Office Suite (Word, Excel, PowerPoint).
  • 15 years' experience in an international oil and gas industry with excellent knowledge of Purchasing and industry materials.
  • Highly analytical with the ability to propose innovative and workable alternatives or solutions.
  • Good command of the English language and excellent communication skills.
