The International Institute for Democracy and Electoral Assistance (IDEA) is an intergovernmental organization with 35 member states hailing from different continents around the world. International IDEA will be managing the “EU Support to End Sexual and Gender-Based Violence (ESGBV) in Nigeria” programme.  This programme aims to reduce Sexual and Gender-Based Violence (SGBV) in Nigeria by strengthening laws and policies, expanding survivor-centered essential services and driving positive social-norm change. It will ensure that people in all their diversity with particular attention to women, girls and the most vulnerable have their rights promoted and protected from all forms of violence through legislation and effective enforcement, while improving the rule of law, tackling impunity, and enhancing access to justice through a more independent, effective, responsive, transparent and gender-sensitive justice sector. The programme also advances Sustainable Development Goals 5 (Gender Equality) and 16 (Peace, Justice and Strong Institutions). The programme will work towards three anticipated Outcomes:  

• Outcome 1: Facilitate the strengthening, implementation, monitoring and enforcement of key legal and policy frameworks on the prevention of SGBV such as the Violence Against Person’s Prohibition (VAPP) Act, the response to SGBV and the protection of women, men, girls and boys in all their diversity.

• Outcome 2: Improve and expand access to essential services (health, justice, protection and other related services) to recover from experienced violence, especially for survivors from rural communities, conflict-affected communities, persons with disabilities and for victims of technology facilitated GBV; and.

• Outcome 3: Build the capacity of and provide resources to women’s rights organisations, social movements and other civil society organisations to influence and advance progress on promoting favourable social norms to end SGBV.

The Monitoring and Evaluation Officer will manage the coordination, development and implementation of the ESGBV programme results management framework. The incumbent will provide technical leadership and assistance, particularly in relation to monitoring, evaluation and reporting, facilitating coordination between International IDEA’s regional office, HQ and the donor.

Your Job Description

Duties and Responsibilities

  1. Develops monitoring and evaluation frameworks, tools, processes, and practices for the ESGBV programme that meet donor and International IDEA needs; coordinates and leads activity and outcome reporting of programme evaluations and result monitoring.
  2. Supports ESGBV planning and compilation of partner inputs and assists effective collaboration between programme partners.
  3. Supports effective collaboration between ESGBV project managers and M&E officers.
  4. Liaises with the EU on monitoring, evaluation, and communication of programme results.
  5. Ensures data quality, administers the M&E framework, and analyzes and aggregates project data to assess performance and promote learning.
  6. Produces reports and presentations on M&E data and advises Component Specialists on improving project performance using M&E findings.
  7. Coordinates with Component Specialists and State Coordinators to ensure activities align with programme results and that a structured system is in place for capturing outcomes.
  8. Supports internal and external communication of ESGBV programme results in collaboration with the Communication team.
  9. Leads the development and production of quarterly, annual, and final programme reports.
  10. Participates in the continuous development of policies, guidelines, standards, and tools for planning, monitoring, evaluation, and results-based management.
  11. Contributes to capacity building and training for national partners on M&E processes and provides ongoing internal training.
  12. Conducts risk management in line with organizational policies and contributes to the review and update of the risk register.
  13. Supports Component and State teams in identifying opportunities for case studies and stories and quality assures final outputs.
  14. Supervises the Associate M&E Officer, providing guidance and feedback in line with organizational performance evaluation guidelines.
  15. Performs other duties and responsibilities related to the role as assigned.

Safeguarding

  1. Shares responsibility for safeguarding and protecting vulnerable adults and children encountered through programme activities.
  2. Safeguards against sexual exploitation and abuse, neglect, abuse of children or adults at risk, and any form of trafficking in persons by staff or partners.

The Job Requirements

Education and Experience

  • University degree in Development Studies, Business Administration, Public Policy, International Development, or other relevant discipline; advanced certification in Monitoring & Evaluation and/or Statistics is an advantage.
  • Minimum of six (6) years of professional experience in monitoring and evaluation, including implementation of M&E activities for international development projects, preferably with a focus on ending SGBV and violence against women in Nigeria.
  • Proven success in designing, implementing, and operating project monitoring and evaluation systems from initiation to closeout stages.
  • Demonstrable experience with EU-funded projects and requirements, including familiarity with relevant processes and systems.
  • Knowledge of major evaluation methodologies (qualitative, quantitative, mixed methods, and impact) and data collection and analysis methodologies.
  • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and development of M&E and performance monitoring plans.
  • Experience in planning and managing surveys on the behavioural impact of programmes implemented is considered an advantage.

Terms of Contract

Local post.

Fixed-term appointment for two (2) years.

As this is a local post, International IDEA will not bear any costs relating to relocation to the duty station. The position is open only to candidates legally authorized to live and work in Nigeria for the duration of the contract. International IDEA is unable to support work permit applications.
