About the Job

The MNCH Technical Advisor II is an advanced subject matter expert who will oversee the MNCH components of complex technical programs, directing and advising other technical staff members. The Technical Advisor II will provide oversight to the day-to-day technical and operational aspects of MNCH and integrated health projects and will supervise technical staff members ensuring that project activities are on track with work plans. This position will inform project design and implementation, drawing from their technical expertise in MNCH and will support or lead the development of proposals for local and regional MNCH and integrated health initiatives. The MNCH Technical Advisor II will lead the development and revision of best practice documents, monitor budgets in collaboration with finance staff, and will be expected to coordinate and work with a diverse group of organizations, such as the Ministries of Health, international and national development partner organizations, and the Departments of State to complete work.

This position is open to candidates based in any country where FHI 360 has active registration.

Accountabilities

Technical Requirements

  • Provide input to senior technical leadership at project and organizational levels on global and national MNCH best practices, guidelines, and normative policies.
  • Lead the creation of the technical portion of MNCH program designs within given resource and financial constraints.
  • Coordinate with project technical and programmatic staff to ensure activities are implemented according to global and local best practices, meet client expectations, achieve expected targets, and comply with award requirements and FHI 360 policy.
  • Maintain ongoing dialogue and technical exchange with field counterparts and technical staff of implementing partners.
  • Provide global technical leadership in MNCH as a representative of FHI 360, including representation at professional meetings and conferences.
  • Influence the design and scope of organizational MNCH initiatives and programs and develop strategies and tools for specific technical activities.
  • Maintain collaborative relationships with donor/client organizations, relevant government agencies, and bilateral and other NGOs.
  • Lead the design and development of MNCH proposals, including proposal research, technical proposal development, budgeting, work planning, and participation in business development meetings.
  • Assist in managing client relations by reviewing technical reports and preparing and delivering presentations on project progress.
  • Identify strategies to address knowledge and capacity gaps in MNCH among HQ and project staff.
  • Proactively identify risks or challenges to technical deliverables and develop mitigation plans.

  • In-depth knowledge of MNCH service delivery at facility and community levels and related technical specialties.

  • Strong negotiation skills and ability to reach mutually beneficial agreements.
  • Demonstrated MNCH technical expertise in selecting high-impact interventions, methods, techniques, and evaluation criteria with minimal supervision.

  • Reports to the MNCH and Nutrition Technical Director.

The Job Requirements

Qualifications:

  • Master’s Degree or its international equivalent in Public Health, Health, Behavioral or Life/Social Sciences, International Development, Human Development, or a related field with 12+ years of relevant experience; or MD/PhD with 9+ years of experience in designing, managing, and evaluating MNCH programs and initiatives.
  • Participation in global or national normative bodies or committees for MNCH.
  • A history of relevant publications, presentations, reports, and manual or tool development.
  • Experience leading business development efforts in MNCH.
  • International program development or program management experience is preferred.
  • Professional proficiency in French is required. Portuguese proficiency is an asset but not required.

  • Ability to sit or stand for extended periods of time

Travel Requirements:

10% – 25%
