Under the overall supervision of the Depuy Chief of Mission (DCoM) and under the direct supervision of the Head of Programme Coordination and Innovation Unit in close coordination with the Regional Monitoring and Evaluation and Risk Management Officer at the Regional Office and relevant Units at Headquarters, the Monitoring and Evaluation Officer will be responsible for supporting all aspects of projects/programmes/strategy Monitoring and Evaluation (M&E), as well as reporting requirements.
Your Job Description
Assist in collecting, maintaining, and analyzing various data for monitoring and evaluation (M&E) activities.
File and compile reports produced for projects, programmes, and strategies, and track reporting schedules
in line with donor and UNCT requirements as well as IOM institutional reporting, including the Institutional Questionnaire (IQ).
Assist in the design, review, and/or implementation of special assessments, surveys, and operational research.
Participate in assigned monitoring and reporting exercises and monitor report endorsement procedures
with relevant endorsement entities.
Liaise with donor and UNCT monitoring teams supporting project, programme, or strategy implementation
to document identified issues.
Conduct preliminary analysis of findings from monitoring and evaluation exercises and draft assigned inputs
for the development of internal mission guidance on feedback mechanisms and accountability.
Track the status of project, programme, or strategy indicators, including IOM Strategic Results Framework (SRF) indicators.
Flag and bring to the attention of Project or Programme Managers any delays, data quality concerns,
or compliance issues related to IOM, donor, or partner M&E requirements.
Participate in assigned field monitoring missions to support data collection in line with monitoring plans,
tools, and risk monitoring processes.
Provide administrative backstopping support to the Project or Programme Manager.
Prepare inputs for project and initiative development based on specific needs and situation analysis,
in accordance with IOM standards for project development and related M&E and Results-Based Management (RBM) policies,
in close coordination with the COM and the Head of Programme Coordination and Innovation Unit.
Stay informed on developments in IOM’s Evaluation, Monitoring, and Results-Based Management (RBM) functions
to ensure compliance with institutional strategies and monitoring and reporting requirements,
including the SRF, IQ, PRIMA, and other M&E frameworks and planning tools.
Perform any other duties as may be assigned.
The Job Requirements
Education
Master’s degree in International Relations, Political or Social Sciences, Business or Public Administration, Law or a related field from an accredited academic institution; or
University degree in the above fields with two years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
Significant experience in monitoring and evaluation (M&E) and reporting in alignment with donor and UN requirements.
Significant experience in the application of IOM/UN rules, regulations, and procedures.
Experience with project development and donor liaison.
Skills
Strong reporting, writing, and research skills, preferably related to M&E.
Excellent communication and analytical skills.
Demonstrated knowledge of data collection tools, administration, and evaluation techniques.
Strong interpersonal and teamwork skills.
Proven ability to establish and maintain effective working relationships with people of diverse cultural and national backgrounds.
Languages
Fluency in English (oral and written) is required.
IOM’s official languages are English, French, and Spanish.
Language proficiency will be evaluated during the selection process and may include written and/or oral assessments.
