PATH's Malaria, Neglected Tropical Diseases program is a leader in the effort to end malaria illnesses and deaths, refines and develops tools and approaches, invests in national programs, and builds data to empower national governments to pursue malaria elimination.

The Organization for Innovation in Public Health (OIPH, PATH’s local affiliate in Nigeria) seeks a State Case Management/MIP Officer for the Nigeria project team for the USG-funded Reaching every at-risk community and household with malaria services (PMI REACH Malaria) global project. The project aims to provide implementation support services and technical assistance to countries to accelerate progress in comprehensive delivery of facility and community-based malaria services, including malaria case management, prevention of malaria in pregnancy (MiP), seasonal malaria chemoprevention (SMC) as applicable, health systems strengthening, data collection and use for service delivery, and other malaria prevention interventions. 

The Case Management/MIP Officer will be supervised by and report to the State Technical Malaria Lead. The Case Management/MIP Officer’s responsibilities will include ensuring the availability of updated policies and strategic documents to SMEPs, LGAs, and health facilities, providing TA to SMEP to improve case management at health facilities, coordinating with SMEP to ensure planned training occurs, and followed up, supporting the planning of and participating in ISS, and ensuring the coordination of malaria case management and MIP activities within SMEP and with partners.

Your Job Description

Key Responsibilities

  • Engage the State Malaria Elimination Program (SMEP), SMOH, SPHCDA, and relevant partners to adopt or adapt the latest malaria case management and MIP policy, guidelines, and strategies in line with national guidelines.
  • Collaborate with the State Technical Malaria Lead (STML) to provide malaria technical expertise in the development and monitoring of the state malaria annual work plan (AOP).
  • Work with the STML to build capacity of the SMEP, health providers at health facilities, and in the community to deliver quality malaria case management and MIP services.
  • Provide technical assistance to the SMEP and SMOH in designing and implementing a quality assurance (QA) system for malaria services at the state level, including diagnostic testing quality and linkage of positive cases to treatment for uncomplicated and severe malaria cases.
  • Provide technical assistance to the SMEP and SMOH on effective engagement of public health service providers and ensure compliance with case management and MIP national guidelines.
  • Collaborate with other PMI REACH Malaria project teams to support rollout of malaria policy guidelines, SOPs, and job aids to health workers in public and private health facilities through continuous professional development (CPD).
  • Contribute to the preparation of project reports, documentation of good practices, and technical publications.
  • Enhance visibility of PMI REACH Malaria Project work through innovative presentation of project approaches and results at state and federal levels.

The Job Requirements

Qualifications and Experience

  • A degree in a health field and a Master's degree in Public Health, Public Administration, Management-related discipline, or equivalent.
  • At least 5 years’ experience in health program management in developing countries, including 3 years providing clinical services at health facilities, and at least 2 years providing technical assistance (TA) on malaria case management and MIP, following national/WHO guidelines.
  • Demonstrated capacity to collaborate with State Health Departments, SPHCDA, partners supporting SMOH, and LGAs to achieve results.
  • Experience with MIP interventions and familiarity with MIP national guidelines.
  • Proven programmatic, technical, and managerial expertise in providing TA to health workers to strengthen technical, management, and/or leadership capacity, systems, processes, and sustainability potential.
  • Strong interpersonal and organizational skills.
  • Computer skills: proficiency in Windows applications for word processing and spreadsheet software.
  • Good verbal and written communication skills to manage project communications and disseminate project information.
  • Demonstrated strategic agility, diplomacy, conflict management, team building, and interpersonal skills to ensure internal coherence among diverse team members and sub-partners, and maintain external relations with the State Ministry of Health, civil society, private sector, and other stakeholders.
  • Strong work ethic, resourcefulness, integrity, credibility, and dedication to PATH’s mission.
  • Professional proficiency in English required.
